G318 to Lhasa — can foreigners self-drive the whole way?

Planning the Sichuan–Tibet route. I know Tibet needs a permit, but where exactly does the "join a tour" requirement kick in for foreigners?

You can freely drive the Sichuan side to Kangding and Litang. Once you cross into the Tibet Autonomous Region you need the permit + a guided arrangement, and foreigners can't drive that stretch solo. Most people arrange a driver-guide from Chengdu for the Tibet portion.
